An alleged fraudster, posing as her brother, also attempted to sell her £650,000 flat in the Marylebone area of London.
On July 31, Nicholas Kutner, 47, was arrested at Luton airport as he returned to the UK from a family holiday in Majorca.
He was initially questioned on suspicion of conspiracy to defraud and kidnap, but was subsequently re-arrested on suspicion of murder.
Mr Kutner was charged with four counts of conspiracy to commit fraud and appeared on Monday at Camberwell Magistrates Court in south-east London by video-link from Sutton Police station.
Miss Waugh worked for an oil company in Libya for eight years, returning in 2008.
She lived alone in a flat in central London, but is thought to have had a wide circle of friends.
It is thought she may have been a regular user of dating websites and detectives have confirmed they are also exploting the theory that she may have been working as an escort before her disappearance.
Police have arrested a total of 10 people in connection with her disappearance. Mr Bhayani and Mr Kutner are the only two to have been charged while the other eight have all been given police bail.
