Grossman, 61, has reportedly been signed for a role in Food Glorious Food, which will start filming for ITV next month.
But the series was revamped again in 2005, with former grocer Gregg Wallace and chef John Torode as presenters, and its success meant it returned to BBC One in 2009.
Grossman has also attacked the current presenters. In 2009, he said:
"Whatever’s going on, at some stage the line’s 'cooking doesn’t get any harder than this'".
Food Glorious Food will feature a team of culinary experts touring the country in search of the best family recipe. The winning recipe will be sold in Marks & Spencer.
Speaking about the programme, Cowell said:
"I like home food, I love it. My mum’s roast potatoes. Shepherd’s pie. Cornish pasties. I want stuff like that on the show."
He added that Food Glorious Food would not be "a show for snobs".
The programme's judges and presenter have yet to be officially announced.
