The Prime Minister’s official spokesman defended the decision by Mr Cameron and Mr Clegg to go away at the same time.
He said: “What we do every summer is have a ministerial rota – and that is what we have this summer.
“The senior minister is the foreign secretary. But there are other ministers around and you would expect there to be a duty minister in all departments.
“The Foreign Secretary is around this week the Home Secretary is around next week but there are ministers in every department.”
Mr Cameron will be kept in touch with events in the UK by a small team of officials who are accompanying him on his holiday.
Mrs May will be left in charge because she was the most senior Cabinet minister left in London, Downing Street.
There were no planned Cabinet committee meetings for Mr Hague to chair this week in place of Mr Cameron.
Mrs May will become the first female Conservative politician running the country since Margaret Thatcher, who was forced out of office by her own MPs in 1990.
Downing Street said Mrs May was likely to chair some Cabinet Office meetings next week regarding security arrangements ahead of the Paralympic Games.
At the weekend Mr Cameron defended the right of politicians to take holidays, saying they are human beings who “need to have holidays”.
He said: “I don't call it annual leave, I call it a holiday and I am looking forward to having a holiday.
“If you don’t think politicians ought to have holidays I think you need to have a serious think.”
Boris Johnson, the Mayor of London, is due to go on holiday on Saturday with his family to a European destination before returning to plan for the Paralympics.
The Camerons' holiday is their first overseas break this year. Last year, Mr Cameron took three overseas holidays, including a fortnight at a rented villa in Tuscany with two families who have known the Camerons for many years.
The Cameron family also spent a few days in Ibiza in late May and went on a short break to southern Spain in early April.
