But earlier this month her body was discovered hidden in a Volkswagen Golf car in a lock up in New Malden, south London.
She had suffered a single stab wound to the chest.
Police have so far arrested a total of 12 people in connection with Miss Waugh’s disappearance but Mr Bhayani and Mr Kutner remain the only ones to have been charged so far.
Unemployed Mr Bhayani, from Wembley appeared via videolink at Westminster Magistrates' Court on 24 July charged with 3 counts of conspiracy to commit fraud by false representation arising from transactions associated with Carole Waugh's identity to a total value of approximately £280,000.
He was remanded in custody to appear at Southwark Crown Court on 25 September.
Mr Kutner of no fixed abode has also been charged with four counts of conspiracy to commit fraud including charges that he posed as Miss Waugh’s brother in an attempt to see her flat in Marylebone, central London.
He has also been accused of attempting to rent out the flat and unlawfully withdrawing money from Miss Waugh’s bank account.
He was remanded in custody.
